The macOS High Sierra Public Beta 3 is now available to download from Apple’s Public Beta Testing program. You need to be a registered member of the program to download the software.

The macOS High Sierra Public Beta 3 brings a range of new features to the Mac. This includes support for Apple’s new APFS file system, which is designed to be more efficient and secure than the previous HFS+ system.
