Now, according to the guys over at iMore, Apple will be putting the iPhone 5 up for pre-order on the same day it is announced, the 12th of September.
This would give Apple a week or ten days to have the device available for pre-order before it goes on sale, and this is what they have done in the past. We should have more details when the device is officially announced.
