Despite Maxis claiming servers are crucial to the core functionality of the game, a modder seems to have succeeded in running SimCity offline. The enterprising individual has also managed to remove city limits for highways and to display the actual population of a player’s city instead of the game’s artificially inflated headcount.
“You can edit the highways ANYWHERE – even outside of your city boundary,” according to UKAzzer, “and even if you quit the game and log back in later, it’s all saved safely on the server.”
“This shows that highway editing will be easily possible, AND that editing outside of the artificially small city boundaries should be very viable too.”
