Facebook has today announced that it will be soon discontinuing support for photo syncing and instead has asked its users to download the relatively new Facebook Moments application.
The Moments application allows Facebook users to organise photos and also keep them private, as well as providing the ability to quickly share them with friends and family when needed.
When a user shares photos on Moments, the app pushes a message that notifies the receipt they have new photos via the Notifications feed via Facebook and via Messenger. Facebook explains more :

With Moments, you can quickly give your photos to friends and get their photos, too.
Here’s the magic: The app groups your photos based on who’s in them and when they were taken. In one tap, you can send your photos to the right friends. Then, friends can add their photos to the moment. Now, everyone has all the photos you took together!
