The design takes mechanical input provided buy leg muscle and compresses air. Then fed buy a hose and directed to spin a fan blade, connected to a small generator. A bit of a Rube Goldberg-ish. Yet another example of designers willingness to design anything that might sell even if is counter productive to the end user for it's intended use.
